Kombucha SCOBY inactive

I started rehydration of the SCOBY for kombucha over 3 weeks ago and there is absolutely no activity thus far. I am used to using and culturing fermented foods and have active milk kefir and sourdough starters that I use regularly. I fear that this starter is no longer alive!
